Re-Creating Ernest Tavares Pinky Vol/Tone control

Since my guitar takes 2 feet to play I want to re-engineer this. It looks pretty straightforward. Wish I had a 3d printer for those gears, but I think I can find something on Amazon or maybe a Hobby shop. From the pictures I have rough dimensions of the gears, looks like about 5/8" and 1 1/2". I also want to incorporate the palm rest.

From the picture it looks like they are connected, so I am not sure why there would be 2 wheels? Any thoughts? I am surprised no one else has pursued this style of volume control because it seems to be almost or just as effective as a foot control. From what I have read Sneaky Pete and Lew Houston also used pinky over pedal probably lots of others.

Are they connected? It might just be a common axle.

It could be, hard to tell from the picture. It would seem to make more sense that they are separate. Maybe I can tell from his recordings.
